The Traffic Improvement Program is part of the City's Capital Improvement Program with a goal to improve traffic flow and safety along the thoroughfare roadways with minor intersection improvements such as adding turn lanes, installing traffic signals and modifications to existing traffic signals. This program was initiated to satisfy the goal of the adopted Comprehensive Plan Traffic Circulation Policies 1.2.1 and 1.3.1 to provide an action plan to improve and maintain traffic flow.
The projects under the Traffic Improvement Program are identified based on several factors. The city maintains a crash database system where all the crash data is entered and used for engineering analysis. High crash locations in the city limits are identified every year and improvements are developed to resolve the safety issues at these locations. Also, the City maintains traffic volume data along all main roadways and performs turning movement counts at all signalized intersections. The traffic volume data is used to identify congested locations and develop improvements. Staff also adds projects to the program based on citizen input regarding traffic congestion and safety issues.
